Prince Adeniyi Matthew Adeyemi, the self-proclaimed Director-General of the alleged Presidential Foreign Intervention Promotion Council (PFIPC), narrated how the proposed agency was eventually captured in the Federal Government’s budget even though he was arrested before the appropriation process was completed.
Naija News gathered that Adeyemi made the claims during an interview with social media influencer Martins Vincent Otse, aka VeryDarkMan, in a video released shortly after his arrest.
He also denied allegations that the Chief of Staff to the President, Femi Gbajabiamila was involved in securing the agency’s reported N1.3 billion budgetary allocation, insisting that he personally approached officials of the Budget Office to seek the agency’s inclusion.
Adeyemi said he visited the Budget Office in December 2024 to request that the agency be included in the 2025 Appropriation Bill.
He said, though, that he was told the budget process was already closed.
“I went to that Budget Office for the 2025 budget,” he said. I sent the letter and all I wanted but they told me it was already late.
“When the 2025 budget was released and I didn’t see it, they said it was now for the 2026 budget. “We stayed in touch because they said it would be considered later.
‘Budget Officials Promised To Assist’
Adeyemi said a female official at the Budget Office facilitated his access to the office of the Director-General before being referred to another director.
He said, “She helped me to see the oga. Now Oga said, ‘Where is my shini?’ I told him I didn’t have any shini. Later he asked me to meet a director.”
He said the director told him the proposal could no longer be included in the 2025 budget but assured him that efforts would be made to have it included in the 2026 budget.
“They were trying for me that maybe they would include it but unfortunately they said it could not be included in the 2025 budget. “They said it was going to be 2026,” he said.
“I paid nobody.”
Answering questions on if he bribed any Budget Office official, Adeyemi insisted that no money changed hands in the process.
He acknowledged only promising to help some officials with job prospects if the agency ever became operational.
He said, “Honestly, I didn’t pay anything. I paid no one. The only promise I made was that if I started employing people I could help them out with employment opportunities.”

“That was the promise I made them. I did not give money to no one. “It was only a promise that if they had people, I could use them later.
“Immediately after my arrest, I became busy with my legal challenges and all efforts to pursue the proposed agency ended,” Adeyemi said.
And he says, ‘Right away there was a problem, everything stopped. Even the woman who wanted to help was calling because she couldn’t get ahold of me. “I told her, ‘Stop everything.”
He said he was surprised the agency later showed up in the Federal Government’s budget.
“I didn’t even know until they said it was within the budget. I was already gone from the office. “What else would I do after the budget, when I was already in court?” he asked.
“I don’t know, because once that problem started, everything stopped,” Adeyemi said when asked if Budget Office officials may have inserted the agency into the budget after his arrest. “Why would I want the budget in the first place when I was already in trouble?”
Adeyemi further spoke on the claims that he paid ₦400 million to aid his appointment.
His late partner, Dolapo Tanimola, sent the funds in United States dollars, he said.
But he said he could not confirm if the money eventually reached the President’s Chief of Staff.
Asked in what currency the money was allegedly paid, he replied: “Dollars.”
When asked who received it he replied, “Dolapo.”
I Didn’t Meet Gbajabiamila
Adeniyi also said he never met Gbajabiamila physically before or after his appointment.
He said Tanimola handled all the communications throughout the process.
“I never met Gbajabiamila physically before and after he was appointed, he said. ‘Dolapo Tanimola did everything for me.
However, the Presidency and the Budget Office are yet to publicly respond to Adeyemi’s latest claims.
